Senator Mackie moved that the Senate concur in the House amendments. Senator Leman moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objections were heard and Senator Leman was required to vote. The question being: Shall the Senate concur in the House amendments? Senator Mackie moved the effective date clause. The question being: Shall the effective date clause be adopted?
